N\u00eb cil\u00ebsin\u00eb e nj\u00eb ekonomisti me p\u00ebrvoj\u00eb t\u00eb gjat\u00eb n\u00eb financa nuk arrij ta kuptoj dot z.Hekuran Muratin, se si lavdrohet dhe krenohet me k\u00ebte rritje t\u00eb buxhetit, q\u00eb n\u00eb realitet ka nj\u00eb lloj rritje nominale por realisht buxheti nuk ka sh\u00ebnu ndonj\u00eb lloj rritje q\u00eb l\u00eb vend p\u00ebr tu krenu e p\u00ebr tu lavdru, se si gati na qenka dyfishu buxheti prej ardhjes n\u00eb pushtet t\u00eb k\u00ebsaj qeverie.<br>Buxheti p\u00ebr vitin 2025 planifikohet t\u00eb shpenzohet n\u00eb z\u00ebrat buxhetor si n\u00eb vijim:<br>1.Paga dhe shtesa: 916,491,655.00\u20ac, ose 25.5% nga buxheti total.<br>2.Mallra dhe sh\u00ebrbime: 591,197,690.00\u20ac, ose 13.9% nga buxheti,<br>3.Shpenzime komunale: 34,757,297.00\u20ac apo 0.97% e buxhetit,<br>4.Subvencione&amp;transfere: 1,155,722,721.00\u20ac ose 32.1% nga buxheti,<br>5.Investime kapitale: 930,307,989.00\u20ac ose 25.9% e buxhetit,<br>6.Rezervat: 7,524,695.00\u20ac<br>7.Interesi: 49,506,741.00\u20ac<br>Nga nj\u00eb analiz\u00eb e thjesht q\u00eb mund ti b\u00ebjm\u00eb k\u00ebtij buxheti, shohim se struktura e shp\u00ebrndarjes s\u00eb buxhetit n\u00ebp\u00ebr kode tregon se kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb buxhet q\u00eb nuk garanton zhvillim ekonomik t\u00eb q\u00ebndruesh\u00ebm. Vet\u00ebm fakti se planifikohet t\u00eb shpenzohet diku rreth 40% e buxhetit n\u00eb ndihma e asistenc\u00eb sociale, kjo tregon se ky buxhet nuk garanton zhvillim dhe q\u00ebndrueshm\u00ebri ekonomike. Edhe pse \u00ebsht\u00eb planifiku t\u00eb shpenzohen n\u00eb investime kapitale 25.9% e buxhetit, megjithate kjo nuk mjafton e sidomos kur e kemi parasysh\u00eb t\u00eb kaluar\u00ebn e k\u00ebsaj qeverie e cila nuk ka qen\u00eb n\u00eb gjendje t\u00eb shpenzoj as 40% t\u00eb buxhetit t\u00eb planifikuar p\u00ebr investime gjat\u00eb kat\u00ebr vjetshit t\u00eb k\u00ebsaj qeverie. Nj\u00eb qeverie q\u00eb nga 3 miliard t\u00eb planifikuara i shkojn\u00eb n\u00eb suficit 1.8 miliard ajo qeveri themi se \u00ebsht\u00eb e paaft\u00eb p\u00ebr ta qeverisur vendin. Po t\u00eb shpenzohej ky buxhet n\u00eb mas\u00ebn 100% at\u00ebher\u00eb shkalla e zhvillimit ekonomik do t\u00eb rritej n\u00eb 5.5 deri 6%, po ashtu edhe buxheti m\u00eb s\u00eb paku do t\u00eb ishte 4.5 miliard, rrjedhimisht do t\u00eb rritej edhe BPV.<br>Ministri i financave duhet t\u00eb b\u00ebhet i nd\u00ebrgjegj\u00ebsh\u00ebm dhe t\u00eb pranoj se ka d\u00ebshtu n\u00eb rritjen e buxhetit, zhvillimit ekonomik, BPV, investimeve kapitale dhe n\u00eb t\u00eb gjitha sektoret tjera t\u00eb cilat e rrisin ekonomin\u00eb e vendit.<br>Rritja nominale p\u00ebr \u00e7do vit e buxhetit nuk \u00ebsht\u00eb rritje p\u00ebr shkakun e zhvillimit, kjo rritje ka ardh\u00eb si rezultat i inflacionit, rritjes s\u00eb \u00e7mimeve dhe rritjes s\u00eb importeve, vjeljes s\u00eb akciz\u00ebs, tvsh-s\u00eb dhe tatimit n\u00eb dogan\u00eb. \u00cbsht\u00eb interesante t\u00eb theksohet se struktura dhe sasia e mallrave q\u00eb jan\u00eb importu gjat\u00eb k\u00ebtyre viteve ka mbetur e njejt\u00eb ose n\u00eb shum\u00eb raste ka r\u00ebn\u00eb derisa vlera \u00ebsht\u00eb rritur edhe p\u00ebrkund\u00ebr politikave fiskale q\u00eb jan\u00eb t\u00eb pandryshuara. Deficiti tregtar vet\u00ebm gjat\u00eb k\u00ebtij viti pritet t\u00eb jet\u00eb -5 miliard euro, ky \u00ebsht\u00eb treguesi m\u00eb i mir\u00eb se n\u00eb \u00e7far\u00eb gjendje e kemi ekonomin\u00eb e shtetit ton\u00eb.<br>Kosova me k\u00ebte shp\u00ebrndarje t\u00eb buxhetit po shkon drejt social komunizmit, duke ju shmangur ekonomis\u00eb s\u00eb tregut t\u00eb lir\u00eb dhe kapitalizmit. Lavdata e ministrit se ka rritur subvencionet dhe ndihmat sociale p\u00ebr k\u00ebto kat\u00ebr vjet p\u00ebr 82.65% kjo tregon m\u00ebs\u00eb miri se nga cili sistem ekonomiko-shoq\u00ebror po e drejton kjo qeveri shtetin e Kosov\u00ebs.<br>Minist\u00ebr t\u00eb lutem mos e vej n\u00eb lajthitje kryeministrin, tregoj drejt se cila \u00ebsht\u00eb shkalla e papun\u00ebsis\u00eb n\u00eb vend e mos i besoni barometrit ballkanik q\u00eb Kosov\u00ebn e ka renditur si vendin me shkall\u00ebn m\u00eb t\u00eb ul\u00ebt t\u00eb papun\u00ebsis\u00eb n\u00eb ballkanin p\u00ebrendimor. Kosova sipas ASK-s\u00eb e ka shkall\u00ebn e papun\u00ebsis\u00eb 10.7%, kuptohet se kjo % nuk \u00ebsht\u00eb e sakt\u00eb, sepse zakonisht sh\u00ebnimet merren nga Institucionet e pun\u00ebsimit, tek t\u00eb cilat tradiciinalisht nuk paraqiten shumica e t\u00eb papun\u00ebve. Qeveria i posedon raportet e progresit nga BE ku llogaritet se n\u00eb Kosov\u00eb punojn\u00eb vet\u00ebm 37% e t\u00eb gjith\u00eb mas\u00ebs njerzore q\u00eb \u00ebsht\u00eb e aft\u00eb p\u00ebr pun\u00eb. Bazuar n\u00eb k\u00ebto p\u00ebrqindje rezulton se n\u00eb shtetin ton\u00eb papun\u00ebsia duhet t\u00eb jet\u00eb n\u00eb rrethanat m\u00eb t\u00eb mira 35%.<br>Shifra q\u00eb po qarkullon n\u00ebp\u00ebr media e portale ku kryeministri po raporton se gjat\u00eb k\u00ebtyre kat\u00ebr viteve jan\u00eb pun\u00ebsu 75 mi qytetar nuk \u00ebsht\u00eb aspak e v\u00ebrtet\u00eb. Rrjedhimisht rrjedh pyetja pse nuk na qenka e v\u00ebrtet\u00eb?<br>Nuk \u00ebsht\u00eb e v\u00ebrtet\u00eb sepse gjat\u00eb k\u00ebtyre viteve kemi emigrim masiv t\u00eb qytetar\u00ebve ton\u00eb drejt p\u00ebrendimit, ata q\u00eb kan\u00eb ikur shumica jan\u00eb t\u00eb rinj\u00eb q\u00eb k\u00ebrkojn\u00eb pun\u00eb n\u00eb vendet ku kan\u00eb emigruar. Sipas ambasadave t\u00eb shteteve p\u00ebrendimore vet\u00ebm p\u00ebr k\u00ebto kat\u00ebr vite kan\u00eb k\u00ebrku viza pune ma shum\u00eb se 90 mi qytetar t\u00eb Kosoves, ku shum\u00eb prej tyre jan\u00eb me kualifikime t\u00eb larta shkollore dhe kishin vende pune n\u00eb shtetin e tyre.
